In White House-Speak, What Does “Superb” Mean?

Put another way, if the Bushmaton said you were “superb” would you be pleased, run for cover or hide in shame? “Tom Ridge has done a superb job. He's the right man for this new and great responsibility.“ (November 26, 2002-Prez signs Homeland Security Act) “...the Department is under the command of a superb leader who has my confidence.” (January 24, 2003-Swearing-in Tom Ridge.) “The secretary of defense is doing a superb job and is courageously leading the nation.” (May 10, 2004-Bush backing discredited Defense Secretary.) "George Tenet did a superb job for America. It was a high honor to work with him, and I'm sorry he left.” (June 5 2004-George Tenet resigns (or else) for “personal reasons”.) “In the work we have done, and the work we will do, I am fortunate to have a superb vice president.” (Sept. 2, 2004-Bush accepting GOP nomination.) “I want to thank my superb campaign team.” (Nov. 3, 2004-Bush election acceptance speech.) “(Paul Bremer) will be remembered for his superb work in laying the foundations of a new democracy in the Middle East." (December 14, 2004-Prez gives Presidential Medal of Freedom to the former Coalition Authority leader in Iraq who fled Iraq Iike his pants were on fire.) Even Cheney got into the superb hyperbole game. “The President has put forward superb nominees to serve on the federal bench” (October 29, 2003-Reception for Bush-Cheney ‘04.) Do the WH speechwriters need a Thesaurus? Can’t they think up a new word? Or does “superb” have a secret meaning in the White House Nasty Boys’ Club? Like, “Deactivate Soonest”.
